<p><strong></strong>The rental market across the Big Six continues to experience stock scarcity. Although the disparity between supply and demand eased at the year end. This meant growth fell back from the double-digit highs recorded earlier 2023, with rents
    across new developments in the Big Six rising 8.8% in the year to December 2023. </p><p>Despite higher mortgage rates, demand for homes across the Big Six remained robust in the second half of 2023. But higher debt and living costs meant budgets were squeezed, resulting in annual growth in prices slowing to 2.8% in the year to December.
    Edinburgh and Glasgow recorded the highest annual growth of the Big Six, at more than double that of the other four English cities.</p><p>In most cities the prime new build market has outperformed, reflecting a flight to quality and continued appetite for highly amenitised, high spec new homes in central locations.</p><p>In the build-to-rent sector Birmingham and Manchester still dominate, with the highest number of operational units. But Scotland&rsquo;s major cities are expected to see the most significant proportional increase in stock. Edinburgh has the largest pipeline

<p><strong>Despite 2023 feeling like an age ago, the lag in data coming through from government means we have only just
        got our hands on Q4 GDP figures. Economically we continue to walk a tricky tightrope. Spend enough not to plunge
        the economy into recession, while not spending too much and driving up inflation. The Q4 figures show consumers
        cut back, with energy and stubbornly high food bills meaning fewer splashed out in the run up to Christmas.
        Concerns over demand and costs also saw manufacturing and construction activity fall in Q4.</strong></p><p>These figures confirm the UK fell into a (shallow) recession in the second half of 2023, with the latest figures from the ONS showing GDP fell by -0.3% in the three months to December. This followed a -0.1% drop in Q3, meeting the threshold of two consecutive
    quarterly falls to put the UK in recession.</p><p>The ONS expects full year figures will show a marginal rise in GDP of +0.1% for 2023, albeit still provisional for now. This would mean GDP growth below consensus forecasts of +0.5% back in December, but up on where forecasters thought the economy would
    end the year back in January 2023, when the consensus was for falls of -1.0%.</p><p>UK inflation held at 4% in January, just below expectations (it was marginally above forecast the month prior), meaning that inflation has hovered around 4% for three consecutive months. Oxford Economics forecast &ldquo;considerable downward momentum&rdquo;
    on CPI in the coming months, expecting it to reach the 2% target in April. Similarly, the Bank of England&rsquo;s own forecasts expect inflation to hit 2% in Q2 before rising again to around 2.25% in the second half of the year.</p><p>While this is encouraging for all of us counting down the days until the Bank of England announce a rate cut, the Monetary Policy Committee will also be considering pay growth. Total pay rose 5.8% in the final quarter of the year, trending down but still
    above expectations. Indicating we might be waiting a little longer before we see a rate cut.
</p><p>Further afield, we are keeping an eye on the impact of the disruption to shipping through the Suez Canal, but the magnitude of this impact is likely to be limited (economically). Oxford Economics have forecast the disruption will add just 0.4ppt to inflation
    in Europe this year, while Goldman Sachs estimate a global inflation impact of just 0.2ppt.
</p><h2>Housing market</h2><p>When reporting on the rental market it is worth bearing in mind that significant increases in rents last year mean even high single digit increases this year are often reported as a slowdown, when in historic terms they still far exceed the long run average.
    As a case in point the latest survey results from the RICS show the most modest rise since January 2021 in the net balance of agents reporting an increase in tenant demand, albeit at +28% far more were still seeing an increase rather than a fall.</p>

For new lets the rate of rental growth has been slowing for several months, cooling to 7.5%, the lowest level since September
        2021 (but still high historically) according to Homelet. London&rsquo;s rental growth, which recorded the highest annual increases in 2023, has eased, with annual growth of 4.6% in January 2024 below every other UK region.</p><p>Both transactions and mortgage approvals are running below their long run trend, with 27% fewer mortgage approvals and 14% fewer transactions in December 2023 than the five-year average.</p><p>But activity appears to be increasing in 2024. The January RICS Survey reported an uptick in new buyer enquiries and agreed sales. The outlook for the next 12 months is improving too, with a net balance of +44% of respondents expecting sales volumes
        to increase over the coming year.</p><p>Here at JLL we have seen a 20% increase in buyers registering so far this year compared with the same period in 2023. A trend which appears to be replicated in the wider market, with Rightmove reporting a 16% annual increase in buyer enquiries in
        January 2024. House price growth is trending upwards in every index we track, although so far only Halifax is showing house prices rising annually.</p>

<p>New homes are already reaching higher efficiency standards, with 84% of completed developments in England &amp; Wales in 2023 providing properties with EPC ratings of A or B. However, when assessing existing housing stock, just 4% nationally is at EPC A or B, and fewer than half at EPC C. Housing accounting for a fifth of the UK&rsquo;s carbon emissions.</p><p>The need for retrofitting works is significant. Close to a half (48%) of all existing properties surveyed in 2023 have a rating of EPC D or below. Applying a typical industry average cost of retrofitting an existing home to grade C or above, estimated to be &pound;35,000 per property, and comparing it to average house prices shows the cost of retrofitting would exceed 10 per cent of property value in more than half (56%) of local authorities.</p><p>A &pound;35,000 bill would account for more than a fifth of the average house price in 26 local authorities. Of the top ten most impacted, eight are in the North East and the North West. In Burnley, for example, the average house price across all home types is &pound;130,209 and average retrofitting costs would account for 27% of a property&rsquo;s value. This grows to 50% for flats. This is in stark contrast to boroughs like Hackney, where the percentage drops to 6%.</p><p>This gulf in values and costs impacts private homeowners, housing associations, private landlords, and local authorities alike. Upgrading an existing home is a significant undertaking for individuals, while working at scale can see costs rise to an eye-watering level.</p><p>For housing associations and local authorities, who own more than 4.5 million social homes, upgrades represent a major transformation project. And by putting a greater burden on housing providers, fewer new homes will be delivered as funds and the construction workforce is earmarked for retrofit rather than new housing development.</p><p>In a worst-case scenario, homes will potentially be left empty to be demolished rather than upgraded, because of the significant cost versus the value of the property.  It is hard to evidence a resulting uplift in value in low value markets.</p><p>There is a clear role for government to properly incentivise the private market and support the social housing sector to help decarbonise homes across the country. <p><strong>In Q3 2023, Molior reported that construction starts were down -74% on the 10-year average, while completions were down -37%.</strong></p><p><strong>The number of units started in Q3 2023 across London have almost halved compared to the previous quarter, with the largest falls seen in zones 2 and 4-6.</strong></p><p><strong>Numerous regulatory changes have impacted development activity, with more schemes pushed in Q2 2023 to beat the latest changes. After the June 2023 deadline, developers have to adhere to more stringent energy efficient and carbon emissions standards in
    new homes.</strong></p><p>When we compare the number of construction starts for build for sale (BFS) and build to rent (BTR), it is evident that the most significant fall in starts is BFS units; in Q3 2023 there were just 998 BFS units started across London, down from 3,519 in
    Q2.
</p><p>Q3 2023 saw a marginal rise in the number of BTR units started, accounting for 30% of total starts across London, up from just 5% in Q2. On average over the past five years, BTR starts have accounted for 29% of total starts across London.</p><p>It has become increasingly difficult for buyers to get a foot on to the housing ladder in London, resulting in increased demand for rental property across the city. It is crucial that the trending rise in the number of BTR units started continues, in
    order to satisfy demand for new rental stock.</p><p>The lack of new construction starts will have a knock-on effect on new homes stock across London, with the sustained lack of new housing starts meaning new homes risk becoming scarce commodity in the capital. Central London is likely to suffer most from
    lack of new homes being delivered. The number of units under construction across zone 1 was at the lowest level seen over the last six years in Q3 2023, and half the quarterly average in the three years pre-pandemic (2017-2019). The latest Molior
    data recorded just 26 construction starts across zone 1 in Q3 2023.</p><h2>Units started by London underground zone</h2>

<h2>Supply difficulties across London are not likely to ease anytime soon</h2><p>Unfortunately, the lack of new housing construction does not look set to ease anytime soon. <a href="https://residential.jll.co.uk/insights/research/jll-residential-forecasts-2024-2028" target="_self" style="text-decoration:underline;">JLL's latest residential forecasts (2024-2028)</a> were released in November and include housing construction forecasts. Nick Whitten, Head of UK and EMEA Living Research
    expects &ldquo;the rate of undersupply will result in a cumulative shortfall of 720,000 homes between 2023 and 2028&rdquo;.</p><p>The report identified five barriers to new supply; build costs, financing costs, construction capacity, land availability and building regulations. There have been nine changes to UK building regulations within the past three years alone. Not only have
    these changes caused greater uncertainty, but alone have increased build costs by around 15% during this period (2020-2023).</p><p>Rising construction costs and supply chain pressures have added further pressure. The UK construction index has risen +25% compared with pre-pandemic, while the cost of cement, timber and glass is up +35%. This continues to challenge the viability of
    schemes.
</p><p>JLL have outlined construction capacity as another barrier to supply. Approximately 1 million of the 2.5 million construction workers in the UK are employed in housebuilding. But Make UK estimate there is a shortfall of circa 1 million workers required
    to meet UK housebuilding targets. This is before we even dig deeper into the number of workers expected to retire within the next decade.</p><p>More recently, new data released by the S&amp;P Global/ CIPS UK construction PMI shows construction activity contracted in October. This has largely been driven by viability concerns; a sharp contraction in housebuilding off the back of rising interest
    rates and higher borrowing costs.</p><h2>Light at the end of the tunnel</h2><p>With bank rates held at 5.25% for the second time in November, most expect we have seen rates peak. However, rates rising from 0.1% to 5.25% in 18 months requires significant adjustment; the UK base rate increased at the fastest pace in history. It has
    also reduced the number of people able to buy, with higher rates challenging first time buyers and mortgaged investors.</p><p>However, as rates begin to fall and purchasers return to the market, we do expect the viability of projects will improve. Despite this, there could still be a lack of completed and completing stock to satisfy demand.</p><p>Encouragingly, there is evidence that developers are preparing to increase activity once conditions improve. The number of applications for residential developments rose 65% from Q2 2023 to Q3 2023 (2,165 units to 3,582 units). Although this still lags

Better news on inflation, with CPI rates dropping back to 6.8%, quickly countered by stubbornly high core inflation. Wage growth excluding bonuses hit 7.8% in the three months to June, welcome news for stretched household budgets, but not necessarily for the overall health of the economy.</strong>

    slow, city centre markets are proving resilient, supported by strong demand from students and young professionals. </p><p>In the rental market, severe lack of available rental supply is driving rents. The Big Six cities recorded average annual rental growth of 14.3% in the year to June 2023.</p><p>The increases in rents across the Big Six clearly demonstrates not only the demand for city centre living but also the need for more homes. This is not exclusive to the rental market, with a requirement for more homes of all tenures needed to address
