situation

JLL submitted a hybrid planning application on behalf of Network Housing Group and General Practice Investment Corporation Limited (GPI) at a site along Stag Lane in Brent. The application comprised full planning permission for 11 affordable residential units and outline planning permission for a medical centre. Following permission being granted, JLL were instructed to submit the CIL and SHR applications at the site.

Funding for the affordable housing element was dependent upon monies from the Greater London Authority (GLA). The funding was available on the basis of certain deadlines being met, through to practical completion by March 2015. The detailed planning permission required an urgent start on-site to enable this funding deadline to be met. JLL needed to fill out and submit the necessary CIL and SHR forms and liaise with the CIL Officer at Brent to ensure the start on-site date was not compromised.

100% Social Housing Relief was granted for the residential element, resulting in a CIL Liability of £0.
The CIL and SHR applications were prepared, submitted and determined within a very short timeframe.This enabled Network’s target start on-site date to be achieved and GLA funding to be secured.
